Current funding rate of a perpetual market (per hour).

Funding accrues continuously; the rate is quoted per hour (funding_interval_seconds: 3600).
next_funding_time is Unix milliseconds.
The -PERP suffix is case-sensitive: a non-perpetual or lower-case name returns 200 with funding_rate: "0".
